Sexual predator with 13 felony convictions jailed again
The last time Floyd Thomas Wing Jr. was in a courtroom, District Court Judge Blair Jones told him he was getting one last chance that he did not deserve.
Wing proved that statement true, appearing before Jones last week on eight allegations of violating the terms of his probation by failing to be a law abiding citizen, drinking alcohol, gambling and threatening another man during the last several months.
Specifically, Wing has been arrested for DUI, speeding, driving with a suspended or revoked license, has admitted to gambling and is accused of threatening a man then challenging him to fight in Dawson County. All are violations of his probation from a 2014 revocation sentencing.
Wing, 45, has denied all the allegations and remains in the Yellowstone County Detention Facility with bail in the local case set at $5,000.
LONG TROUBLING HISTORY
Wing’s criminal history – and his history in Stillwater County – is long and troubling.
In 2014, he was given a 5-year sentence to the Montana State Prison (MSP) with three years suspended for felony counts of partner family member assault and tampering with a witness. The crimes were against his then-pregnant wife and his alleged efforts to get her to try and change her story.
Tragically, she was killed in a car accident during that time. Wing had been allowed out of jail to attend his wife’s funeral, but did not show up or visit his children. A GPS tracking monitor showed Wing had ventured out several times during that weekend within the city of Billings. The funeral was in Park City. Wing’s defense to missing the funeral was that inclement weather had prevented family members from being able to give him a ride to Park City.
Already an 11-time convicted felon who had been to MSP several times, Stillwater County Attorney Nancy Rohde entered into a plea agreement in the case because the victim was no longer alive.
At that sentencing hearing Judge Jones called Wing’s criminal history “the worst I’ve ever seen.”
That history includes 13 felony convictions, 31 misdemeanor convictions and seven trips to the MSP in Deer Lodge. Wing has also been classified by the state of Montana as a “Sexually Violent Predator” which means he is a high risk to repeat a sexual offense and poses a threat to the community.
By definition, a “Sexually Violent Predator” is someone who suffers from a condition that makes them likely to engage in predatory sexual offenses, or offenders age 18 or older whose victim was 12 or younger, according to state law.
Wing was convicted of committing five counts of Sexual Intercourse Without Consent against a 14 year-old girl in 1992, according to the Montana Department of Corrections.
The Department of Corrections Probation/Parole officer who compiled the presentence investigation on Wing recommended a 5-year sentence to MSP and wrote “Why should he be given the opportunity to create more victims?”
