One injured, one arrested in hit and run accident

One man was seriously injured and another arrested following an alleged hit and run accident late Sunday night in Park City.
Zackery Snow, 21, was in ICU in a Billings hospital as of early Tuesday night, said Montana Highway Patrol Trooper Bill Bullock, who added that Snow was improving.
Charles Dean Madsen, 22, was arrested early Monday morning on one felony count of criminal endangerment and one felony count of failing to remain at a scene involving serious injury or death.
He appeared before Stillwater Justice of the Peace Lee Cornell Monday afternoon, at which time bond was set at $25,000. Madsen’s next court appearance is April 14. As of Wednesday morning, he remained in the Yellowstone County Detention Facility.
According to Stillwater County Sheriff’s Office dispatch records, a woman called 911 at 11:12 p.m. Sunday, April 3, after finding a young man lying in the alley behind Pop’s Inn on First Avenue Southwest. The man was bleeding from his head, was semi-conscious and breathing. Park City fire and ambulance, deputies, Columbus police and MHP were sent to the scene.
At 11:38 p.m. the Park City ambulance transferred the man to an AMR ambulance, which then transported him to a Billings hospital.
At 1:27 a.m. Monday, the suspect was taken to a hospital for a blood draw.
Bullock said the investigation is ongoing.
Other Investigations
In unrelated news, Stillwater County Sheriff Cliff Brophy said Monday that his office is continuing its internal investigation into the events that led up to an elderly woman being hit and killed on Highway 10 on March 24.
The focus of the investigation is why it took three phone calls spanning more than an hour before someone was sent to check on the woman.
Also under investigation are dispatch times from the March 21 fatal roll-over accident on I-90.
In that incident, the crash was reported by two different 911 callers.
At 2:42 a.m. the first caller described what he said were “vehicle pieces all over the area” and one man walking in the area, according to dispatch records.
At 3 a.m. a second 911 caller reported the occupants were injured, one very badly. Columbus Fire Rescue was paged at that point and arrived on scene at 3:07 a.m. or 3:16 a.m.
At 3:10, one of the 911 callers reported one person was underneath the vehicle and apparently deceased. MHP arrived on scene at 3:25 a.m.
