14-year-old admits sex assault, designated a “moderate” risk to reoffend
A 14-year-old boy who admitted to sexually assaulting a child will be under the supervision of the state until at least age 18, be subject to polygraph tests and is prohibited from having unsupervised internet usage .
The boy appeared in Youth Court last Thursday and admitted to one felony count of sexual assault involving a child. He was designated a Level 2 offender in a psycho-sexual evaluation, which means he is considered to be at “moderate” risk to reoffend.
With hesitation, Youth Court Judge Blair Jones did not order the boy to register on the state Sexual and Violent Offender Registry at the request of the psycho-sexual evaluator. Stillwater County Attorney Nancy Rohde did not oppose the request, but said if the boy does not comply with all the court-ordered conditions, her position would change.
He will live in a group home in Billings and undergo sexual offender treatment and remain under the authority of Youth Court authorities for four more years. Rohde then has the option of transferring the boy to adult district court until he is 25.
Among the court-ordered conditions he must comply with are 21 probationary rules, limited cell phone use and not being in charge of anyone three or more years younger.
