There are no risk-free options with pipelines

I appreciate the “Pipeline Spills” commentary by Dave Grimland on your “Opinions Page.”
He points out that pipelines may be the safest and cheapest transport of petroleum. However, it appears that no option is without some risk to our water, communities and general health. I am on the fence between veto and approval of the Keystone Pipeline.
Must someone have some unbiased studies of the relative safety, collateral costs, general health and danger of polluting both air and water? Such studies rating pipelines, roads and rails (which may or may not pass through populated areas) should be most useful for the President, the Congress and us voters.
If this is available for our elected representatives, please publish a summary for us local voters.
