Beartooth billing issues

What is going on? A new company takes over billing for Beartooth Electric and it takes more than 15 days to clear the system.
In over 60 years we have never had trouble. Then a notice comes that our bill was not paid and our electricity would be cut off. And rates were supposed to be so much cheaper. Ours only showed less than 1 cent per kilowatt hour.
